    Welcome back.


    CC-Revival has been closed for around a year now. After a well-needed break, and with a fresh mindset; we're ready to get back into action. Much time was spent reflecting on our past servers and projects. On each of their individual successes and shortcomings. But now, with Half-Life: Alyx just a short period away, we've been inspired. New life is coming to the Half-Life universe, and with that, we have a goal. We want to put out a quality HL2RP server, and so I present to you - CC: Singularity.

    This thread serves as the lore reveal for Singularity. At a later date, we will unveil the gamemode.

    SINGULARITY

    CITY 17 - PRECINCT 7

    City 17 - Early Occupation
    In the past, the streets were laden with chrome and silver. There was scant shred of indignity, if any at all. The Resistance, nothing more than a rumor. What was the need? City 17, the hallmark city of Earth - prosperous, everything drizzled with a glint of gold and a sheen of white paint.
    In the first few years of ‘occupation,’ the Bullet trains slicked with the Union claw ran cleanly and early, Union-backed Corporate Factories were re-branded and ran with utmost efficiency, and above all - the CCA saw little need to use force, and focused on Community Policing. A prosperous era for Earth, where every street corner and flag was adorned with the Union’s emblem.

    Every product was Union-branded not out of force, but because people were proud to be a part of the Union.

    City 17 - Present Day

    "Welcome to City 17. You have been given the privilege of relocating to the new and improved Precinct 7. Following the failure of the previous citizens of the precinct, a fresh start was needed, with fresh faces. With you."

    "You are here because for one reason or another the Combine have decided you are a good fit for this blossoming precinct. Work hard, obey, prove them right, and you will be rewarded. Engage in criminal activity, or fail to meet quotas, and consequences will ensue. So welcome, welcome to Precinct 7. We’ve been waiting for you."


    The working man scampers home amidst a backdrop of cruelty and despair. He wades through smog, slipping through back alleys, the only lonesome reminder of past gone being the glimmer of an untouched poster’s corner flapping and becoming unfurled in the breeze. The Maglev trains don’t arrive on time anymore, if at all. The ones that do arrive cladden with pieces of salvaged tin metal and browned scrap, bellows of smoke spewing out of the refurbished diesel engine that was retrofitted in place of the electric motor.

    Several underhanded, corrupt dealings caused the life of Civilians to be rife with subterfuge and espionage. Secret Police rolled through backwater neighborhoods, incinerating apartment blocks until only the prosperous stood alone. Community members paid to report their families, the homeless forced to turn themselves in to the combine for recruitment. For the people, there was no choice but to feign contentment, as every so often, the least happy and least productive districts in the database would be turned to rubble.


    What comes next?
    Citizens stand on the brink of a tenuous proposition. All that remains of the once prosperous past is the rations, but even those are slipping away. The old white paint has chipped, and trash has begun piling up in the streets.

    Gone is privacy. True, unbound liberty a long gone prospect. Love and free thought has disappeared, the people are now stuck in the crossroads of apathy and passion. The freedom to think clearly is now overtaken by paranoia and subterfuge. Little can the citizen go without being monitored, constantly in fear for what the future may hold.

    The Auditor

    Something cruel and unusual stirs. The Auditor.

    Cruel, Corvee efficiency. Production quotas, compulsory work cycles - all part and parcel of a Combine District. But nothing more esoteric has a quota than happiness.

    Every fortnight, the least 5 most productive city districts cease to exist. Driven to ash and rubble in a barrage of rocket fire and artillery. At the helm of this cruel and unusual method is the Auditor and his Monitors. Every fortnight, the coat-cladden Auditor picks a city from which to incur his wrath. He arrives, takes his notes and leaves silently. The district can only stand in awe at what will come next.

    Keep him happy, the Citizens may receive technical personnel or a pay raise. Ration products may improve or a few restrictions will improve. If he’s displeased?

    Pray all he takes is the food from your rations, and not the lives of everybody in the district.

    The intent of the Auditor is to foster a sense of unity in the population. Every side has a part to play in the inspection, most importantly the Citizens - who now have a huge responsibility in ensuring their district isn’t leveled. It means that the CCA and Resistance both have to work in a non-destructive way in order to save lives, promoting alternate avenues of roleplay that are more oriented to white-collar, roleplay based crime and subterfuge rather than punitive measures. The Resistance now has to think, toeing the dangerous line between the prosperity of the resistance and freedom of the people, and the total evisceration of the people they’re trying to rescue.

    Hopefully this will add multiple dimensions to Resistance roleplay, making them more than just mere gunfighters. Rebels will need to provide infrastructure, do relief missions, plant reverse propaganda, de-re-educate and generally do their best to reverse the psychological effects the Union has had on the people, instead of leading themselves on deluded missions to kill misguided Police Officers and destroying the infrastructure that protects the Citizens they’re trying to help.


    Monitors

    The Monitors are a somewhat enigmatic, but necessary logistics personnel in the Auditor’s hierarchy of command. Enthusiastic personnel hired to keep Cities at utmost efficiency, these men of the Auditor Observation Corps - are bureaucratic personnel designed to observe and make notes. Strictly non-combat, they hold a vital position gathering the statistics the Auditor needs and acting upon his orders, being Accountants, Secretaries and Administrative Clerks at once.

    They are their own separate entity, acting upon only the orders of Auditors. They are not CWU, CA or CCA, being their own independent group that is above the scrutiny of City personnel. Their origin is far up the Hierarchy of the Earth Administration’s command, it being unknown whether they were made by the Chairman in response to the quotas needed or were dispatched by the Union in order to gauge where resources were wasted on ineffectual Citizens in unproductive districts and excise them.

    Monitors are strictly non-combat troops. If they are attacked, their best course of action is flight. To deter this, a Monitor might request an escort of CCA personnel. They cannot order this to happen, however, even if it’s in a Squad Leader’s best interest.

    City 17 Convict Mental Processing

    The Convict Mental Evaluation is a highly variable and volatile process. Starting from the Arrest of an Individual to their Evaluation, the evaluation process is integrated throughout.

    The convict mental evaluation program is our solution to a lack of roleplay once the arrest process for criminals is over. Being thrown back into the streets with no further consequence doesn't make for good character development. So, criminals, prepare yourselves for what's to come. Individuals under rehabilitation are issued a special citizen's jumpsuit, pictured above.

    Initial Contact and Evaluation

    When a Civil Protection Officer arrests an individual for an extensive crime, a suspect is considered Neurologically Compromised until proven otherwise. Actual persecution and therapy in a Psychiatric Recovery Ward will not be considered for the following individuals:
    • Individuals under arrest for a petty, Level Three Misdemeanors.
    • Individuals deemed too mentally ineffectual for reform to be fruitful
    Therapy may be considered by an officer for the following individuals:
    • Individuals under arrest for Standard Violations
    Therapy must be considered for the following individuals:
    • Individuals who are under arrest for Capital violations where amputation has not been applied AND
    • Are of a stature and mental state where reform would prove fruitful

    The Model 2019 NID-Kit is a psychological analytics device developed by Scientists of the Commerce district of City 2. Originally intended to analyse district statistics and calculate City efficiency for District Monitors to pass inferences onto the Auditors, the NID-kit was transformed to analyse people instead, given to Certified Individuals in order to determine the Mental ability of those accused of being Mentally Unfit.

    The Citizen Re-Engagement Initiative

    The Citizen Re-engagement initiative, or CEI, aims to improve individual leadership and interpersonal skills at the expense of hiring active-duty workers. The post-CEI CWU hires only talents and managers, NOT lower staff. Every citizen is a capable laborer.

    In the refurbished CWU, there are the following roles:

    • The Superintendent, who hires managers and specialized workers
      • Director of Information, who hires part-time writers and artists for the propaganda press.

      • Director of Medicine, who hires nurses and paramedics. He is one of the few, if not the only surgeon/doctor in the district.

      • Director of Labour, who hires shift managers
        • Shift Managers, who organize civilians in workcycles

    Director of Information
    Hires part-time writers and artists for the media press.

    MEDIA

    A Guy in the City is a Sitcom/Comedy created by the Combine in order to satirize the hardships of living as a Citizen under their rule. The show depicts a lot of dark comedy, slapstick comedy and ribaldry. It follows a man named John Citizen, a man stuck at the crossroads of eternity. It displays his comedic musings, Idiocy and Naivety as he struggles to maneuver his simple self through an insane, inane world. Every so often he quips with his catchphrase: “Just Another Day In The City”

    The Inspector's Cookbook is a purportedly unscripted cooking show depicting the famous and highly personable Japanese meat chef Tsuruoka Sakutaro. Designed by the CWU to spur conservative eating and cooking habits, the Inspector's Cookbook instructs citizens on how to improvise meals with surplus food products and substitutes, focusing on how to make the best of a bad situation by using everything available and wasting nothing. Some special episodes deviate to almost become a gameshow, with outlandish themes and ingredients designed to dazzle the viewer with the Chef's creativity. In these special episodes the Chef has been seen cooking Poison Headcrab, Antlion Caviar, Leeches and even a live Headcrab. The show is commonly recorded live, with all manner of audience members and set members involved in the Chef's antics. The show has earned several consecutive awards for the Earth Administration Dissertation in Excellence in Civilian Media, becoming one of the most famous and frequently broadcasted Citizen-approved shows on Earth.

    The Block Program

    It sounded like a grand idea, back when the program was introduced. Guaranteed housing for each citizen. No longer would rent be a factor, isn't that great? Right on your relocation coupon, your housing designation was included. The paperwork was minimal, and the waiting list was non existent. Each coupon is generated with a randomized block, and room assignment.

    But, the blocks have done nothing but divide us as a whole. Very seldom are we judged as individuals these days. Instead, all it takes is one guy getting caught with contraband to have an entire block stripped of its daily ration allowance. No use in trusting the other blocks either anymore. They'll take the first opportunity they can to snitch on us, just to get their own ration grades improved. I wouldn't put it past them to make up lies or plant contraband, either.

    Block Managers


    Appointed by the Civil Housing Authority to keep things organized at their designated block. These guys always put the health of the block first. It was obvious to most them from the start - it's better to work together with the people you're bound to by the system; willingly or not. Under the surface of many blocks is a criminal underworld. Contraband moves in and out, drugs are cooked up, and people go missing - all under the watchful eye of the block manager.


    Identibands

    An instrument of control for the Combine Civil Authority.

    All citizens have an identiband, with their block name first before their five serial number CID.
    Example - A:42510

    It is possible to take your identiband off, but if civil protection catch you without it on, you’re asking for a world of trouble. Want to keep your block affiliation concealed? Then that's the risk you'll have to run. Regardless, getting caught in a block other than your own is going to raise a lot of questions. You'd better hope that information doesn't make it back to your block manager.


    Block Curfew

    Every night at 11 o'clock, the calls for curfew begin. No citizens are to be wandering about until sunrise. This helps bring housing blocks together, where important meetings can be held, or just chit-chat about whatever went on during the day. But if you want to get proper rest for the next day, turning in for the night may be the better choice.

    Businesses are permitted to remain open, and subsequently their customers are allowed to stay in as well.


    Xenian Fungus

    The sewers made for the perfect breeding ground.​

    As if the threat of the Auditor’s disapproval was bad enough, another variable to City 17’s gilded reputation is the hidden plagues within the City’s sewer districts. During the quietest hours on the streets, the Combine Civil Authority sends specially trained and equipped MOPP Squads down the manholes into the sewers where they are encountering a biohazard, most the population has never heard of. Thriving off of the dank confines of the ancient bricked walls exists a biomass of mold, fueled from the Xenian corpses dropped off from careless individuals. Feral headcrabs roam en-masse feeding off of this fleshy fungus and in doing so become carriers for a never-before-seen plague that threatens the social stability of Precinct Seven.

    The disease is officially declared as biotrophic, the mold infects the carrier through the lungs and spreads like a cancer across the rest of the vital organs, once the fungus runs out of fuel to grow off of it roots the carrier down and establishes a nest where the nest emits a high concentration of spores that, given enough time, can burrow through CCA Issue HAZMAT filters. These spores are highly infectious and even inhaling a breath full of them leads to a Class A Infection that, as of now, is incurable.

    MOPP Squads sent to exterminate this threat has found that it is incredibly resilient to conventional methods of removal, however, is highly susceptible to incendiary methods. Even with regular intervals of Bio-hazard Control, the mold somehow continues finding victims to gain ground. Without these heroes Precinct Seven would be lost in a matter of days to this anomaly.

    I just wanted a break, some place to sit down and have a cigarette without the threat of the Monitors looking over my back, deciding that I’m too stressed out, not happy enough. I never see anyone around the sewers or anywhere near areas leading down there so I decided that would be a good place for my lunch break. Stole a flashlight from the work-shift and headed down, armed with a lighter and a pack of cigarettes. The first thing you notice is the smell, hell even working with fertilizer isn’t as bad as this. Decomposing flesh mixed with copper, the smell of something foul that you can’t quite explain. I thought it was the sewer, but as I sucked the air out of the cigarette I thought my eyes were foggy. I blinked a few times but it didn’t go away, I noticed that the air around me, dimly lit by the hue from the cigarette’s embers was not naturally foggy.

    Small spores floated around me like snow-flakes in a demented, twisted fashion. I slowly began to sink into a feeling of dread that maybe, there is a good reason nobody goes down here. I jumped at the sound of water splashing and spun around, my flashlight locked onto a small figure moving in the night still masked by the fog of spores. It moved closer and I began to notice a faint green glow in splotches on the figure and I knew then and there what it was. I’d heard rumors about these from people unfortunate enough to be put onto the Sewer Work schedule.

    The infection’s courier, a Festering Headcrab. I didn’t wait to be caught in its grasp and dropped my pack of cigarettes and the flashlight, I sprinted out of there by the light of the cigarette in my mouth. As I emerged from the mouth of the sewer, I was bathed in light and had never been so relieved to feel the smog of the air and see the flags draped over the tenement walls. I took in a deep breath and nearly sucked down my cigarette and that’s when I noticed my lungs seared with pain. I coughed heavily until my chest felt bruised, I’m an avid smoker, but there’s no way that was the tobacco in my lungs. I’m too scared to go to the doctor, but now I can’t stop coughing without spitting up blood..

    Xeniocordyceps unisapies - Pathogenic Fungus originating from Xenian flora which infects and controls it's hosts to reproduce and spread it's spores. Classified as a biotrophic fungus unique specifically to a cross-breeding of Xenian Flora and Ophiocordyceps unilateralis sensu xeni. X. unisapies is highly infections to Homo sapien flora via inhalation and is declared a Class A biohazard with a high lethality rate. As of now, there is no cure to this affliction, however, treatments are being researched according to Geneva Convention Agreements.

    "As of now there is little known about Xeniocordyceps unisapies except that it solely afflicts two known species and all of it's variations. Xenibrachyus Parisiticus, commonly known as the Headcrab and Homo Sapius. The lethality rate is approximately 99.57% in projected simulations in the laboratories afforded to us and every simulation initiates from the lungs, particularly the bronchi which is the region in which air is brought into the chest cavity. It is hypothesized that Xenibrachyus Parasiticus initiated this particular strain of Ophiocordyceps unilateralis after the headcrab likely fed on flora infected by said infection and perished shortly there-after. It is unknown where Patient-Zero is, however, if we can locate that particular corpse and perform an autopsy we would have a higher likely hood of locating the particular strain in which affects the homo sapient biology."

    I love this new way. Rebels will have to be much more stealthy, making things look like accidents, or like they didn't happen at all. And if they're caught, they better lay low for a couple of days or weeks before acting. This makes the job of the CPs more based on investigations during the day, and cleanup duty at night. I love it. I hope the work quotas are actually implemented into RP, and the danger is real.

    Hey, this could actually force cooperation between the CCA and the rebellion at some point. Let's say they're falling behind, rebels have a way to get something done that would result in the district not being glassed- not many options for the cops there.
